HOSPITAL REFORM – OPPORTUNITY AND RISK IN EQUAL MEASURE
With the Hospital Care Improvement Act (KHVVG) and the Hospital Reform Adjustment Act (KHAG), the German hospital landscape is facing a fundamental restructuring. The aim is to improve the quality of care, ensure comprehensive coverage, and gradually convert the financing system from flat rates per case to reserve budgets. In addition, the Hospital Transformation Fund (KHTF) will provide up to €50 billion in funding for modernization and restructuring by 2035.
The implementation of this reform brings with it challenges that will be decisive for the future. In the future, hospitals will be confronted with nationally standardized medical service groups, which are linked to strict requirements for necessary personnel and minimum infrastructure standards—the so-called quality criteria. Hospitals will only be allowed to provide services for which they have been assigned a corresponding service group—this leads to considerable uncertainty regarding future service provision and remuneration.
